National Directorate of Security (NDS) – Afghanistan’s intelligence agency – says that the Memorandum of Understanding with Pakistan is not yet finalized and executive.
NDS headquarters here in Kabul say that contact and cooperation among the intelligence agencies of countries are required for certain issues but the agreement between Afghanistan and Pakistan is not yet finalized and executive.
NDS has recommended the following steps in order to finalize the accord.
1: The frame, authorization and limits of the accord need to be specified by the President.
2: Specialists of the related government agencies (NDS, foreign ministry, national security advisor and chief executive officer’s office who are directly reporting to the president) review and draft the contents of this accord.
3: Discussion over the draft in a meeting of the National Security Council.
4: Consultative meeting with political and Jehadi leaders as well as the elected representatives of the nation in a national consensus.
5: Handing over its text of the accord to Pakistan.
Different reports were being published regarding the accord between the intelligence agencies of the two neighboring countries.
Several members of Parliament and political leaders criticized such an accord because of the bad image of Pakistan’s ISI in Afghanistan.
